## The Centre

I entered the Sahyadri Centre for Behavioural Wellness on a Thursday morning in July, and the first thing I noticed was the smell.

Not the smell of a hospital — not antiseptic, not bleach, not the chemical sterility that medical facilities maintained as both hygiene and performance. This was different. This was the smell of a building that was trying to smell like a hospital but that underneath the disinfectant and the floor cleaner and the fresh paint carried the other smell, the deeper one, the smell that no amount of Pine-Sol could erase: the smell of confinement. It smelled like a school hostel that had been sealed — the windows closed too long, the air recirculated too many times, the human presence compressed into a space that was too small for the number of bodies it contained.

I was there because the Juvenile Justice Board had ordered it.

The second hearing had not gone well. Sushma-mavshi had argued the procedural violations — the Section 50 failures, the absent independent witnesses, the chain of custody gaps. The government advocate had submitted a laboratory report: the substance was methamphetamine. Synthetic. Consistent with the NDPS Schedule II classification. The quantity was 4.2 grams — above the threshold for "small quantity" but below the threshold for "commercial quantity," placing it in the intermediate zone where the law provided discretion and discretion was exercised by the Board.

The Board exercised its discretion. The Principal Magistrate — Shri Patil, seventy-two, unhurried — noted the procedural objections, noted the accused's clean record, noted the accused's age, and ordered: six months of residential rehabilitation at a government-approved facility, with quarterly review.

The facility was the Sahyadri Centre. Of course it was. The Centre was the only government-approved residential rehabilitation facility for juveniles in Satara district. There was no alternative. The geography of the order was the geography of the trap — the Board could order rehabilitation, but the only place to serve the order was the place that Kamble controlled.

Sushma-mavshi had filed an appeal immediately. The appeal would be heard by the Sessions Court in Satara — a higher court, a different judge, a different jurisdiction. But appeals took time. The Juvenile Justice system, for all its emphasis on "the best interests of the child," moved at the pace of Indian bureaucracy: slowly, with paperwork, through channels that were designed to process rather than to expedite.

The appeal would take weeks. Maybe months. In the interim, the Board's order stood. And the order said: Sahyadri Centre.

My mother had cried. Not at the court — at the court, she had been the schoolteacher, the woman with the notebook, the composed face that concealed the earthquake. She had cried in the car, on the drive back from Wai, her body folded in the passenger seat, her hands covering her face, the sounds she made not loud but deep, coming from a place that was lower than the throat and closer to the core.

My father had driven. His hands at ten and two. His face grey. The face of a man who had failed to protect his daughter and who knew it and who was carrying the knowledge like a stone in his chest.

I had sat in the back seat and watched the strawberry farms go by — the red fruit against the brown earth, the beauty of the landscape that was also a prison, the hills that were beautiful and indifferent and that did not care that a seventeen-year-old girl was being sent to a place she did not deserve.


The Centre was a compound. Three buildings behind a boundary wall — the wall that I had seen from the Wai road, the wall that was topped with concertina wire, the wire glinting in the morning sun with the sharp, geometric beauty of things designed to prevent escape.

The main building was two storeys — the ground floor administrative, the first floor residential. The second building was smaller — the "therapy wing," according to the brochure that had been provided to my parents, containing consulting rooms, a group therapy space, and the office of the head psychiatrist. The third building was at the back of the compound, partially hidden by a neem tree — I could see its roof from the entrance gate but not its walls, and nobody mentioned what it contained.

The gate was manned by a security guard — a man in a blue uniform whose body language communicated boredom and whose eyes communicated alertness, the particular combination of a person who had been trained to watch and who performed not-watching as a disguise.

Dr. Devyani Kamble met us at the entrance.

She was older than her sister — early forties, taller, heavier, with the same angular face but softer, the angles rounded by age and by the professional warmth that she deployed like a uniform. She wore a white coat over a salwar kameez — the coat carrying the authority of medicine, the salwar kameez carrying the approachability of a Maharashtrian woman, the combination designed to communicate: I am a doctor. I am also like you. I am safe.

"Mr. and Mrs. Joshi. Nishita." She shook hands with each of us — the handshake firm, the smile warm, the eye contact sustained for exactly the right duration. "Welcome to the Sahyadri Centre. I know this is a difficult day for your family, and I want to assure you that Nishita will receive the best care we can provide."

The speech was rehearsed. Not in the obvious way — not the robotic delivery of a person reading from a script — but in the subtle way, the way that professionals in any field rehearsed their core messages until the messages sounded natural: the pauses in the right places, the emphasis on "best care," the warmth calibrated to the exact temperature of reassurance.

My mother's face was stone. The notebook — the blue-covered, red-margin-lined notebook — was in her bag, and the notebook contained seven entries that described what "best care" looked like from the inside, and the descriptions did not match the brochure.

"I have some questions about the programme," Aai said.

"Of course. Let me show you around first, and then we can sit in my office and discuss everything."

The tour was efficient. The main building's ground floor: a reception area with the framed photographs of smiling patients that I had seen on the website, a dining hall with steel tables and benches, a common room with a television and a shelf of books, an office for the administrator. The first floor: dormitories — six rooms, four beds per room, the beds made with the tight corners of institutional bedding, the sheets white, the pillows thin, the mattresses the foam kind that sagged in the middle and that would, I knew from my boarding-school friends' descriptions, be cold in winter and hot in summer.

The therapy wing: three consulting rooms (small, desk and two chairs, the walls painted the same government green as the police station), a group therapy room (larger, chairs in a circle, a whiteboard), and Dr. Kamble's office (the largest room in the compound, with a mahogany desk, a leather chair, framed degrees on the wall — MBBS from Pune, MD Psychiatry from Mumbai, a Fellowship certificate that I could not read from the doorway — and a window that looked out onto the compound's courtyard).

The third building was not on the tour. When my mother asked about it, Dr. Kamble said, "Storage and maintenance. Not very interesting." The answer was quick. Too quick. The speed of an answer that had been prepared because the question had been anticipated.

My room was on the first floor — Room 4, Bed 2. The room had four beds, a window that looked out onto the boundary wall (not the valley, not the hills — the wall, the wire, the sky above the wire), a steel almirah for clothes, and a door that had a lock on the outside.

The lock was the detail. The door could be locked from the outside. This was not a hospital feature. Hospitals had locks on the inside — patient privacy, patient autonomy, the architectural expression of the principle that the person inside the room controlled the room. A lock on the outside was a different architecture. It was the architecture of control. It said: the person outside the room controls the room. The person inside the room is not a patient. The person inside the room is a resident in the specific sense of the word — a person who resides because they have no choice.

I did not point out the lock. I filed it. I was building my own notebook — not a physical one, not yet, but a mental one, a catalogue of observations that I would later transfer to paper when paper was available and privacy was possible.

My parents left at noon. The departure was the worst moment — worse than the arrest, worse than the hearing, worse than the handcuffs. Because the arrest had been sudden (the body's response to sudden trauma is shock, and shock is a kind of anaesthesia, a chemical buffer against the full force of the experience). The departure was slow. It was my mother's arms around me, the Ponds cream and Neem soap smell, the whispered words — "We are fighting. Sushma-mavshi is fighting. This is temporary. You will come home." — and then the release, the arms opening, the body separating, the distance between us growing from zero to one step to five steps to the gate to the car to the road, until my parents were silhouettes in the Dzire's windshield and then gone.

I stood in the courtyard. The neem tree's shade fell on the ground in patterns that moved with the wind. The boundary wall was three metres high. The concertina wire added another half-metre. The sky above the wire was blue — the Panchgani blue, the altitude blue, the blue that I had learned to love and that was now the only part of the outside world visible from inside the compound.

A girl appeared next to me. She was younger — fifteen, maybe sixteen — thin, dark circles under her eyes, her hair in a braid that had been done by someone who did not care about the braid's neatness. She wore the Centre's uniform — a grey salwar kameez that was identical to every other grey salwar kameez in the compound and that erased individuality with the efficiency of a system designed to process people rather than treat them.

"New?" she said.

"Yes."

"How long?"

"Six months."

She nodded. The nod was the nod of a person who had heard this number before, from other new arrivals, and who knew something about the number that the new arrival did not.

"I'm Gauri," she said. "Room 4. Bed 3. I'll be next to you."

"Nishita. Nishi."

"Welcome to Sahyadri, Nishi." She paused. "It's not as bad as it looks. But it's not as good as they say. The truth is somewhere in the middle, leaning toward the bad."

The assessment was delivered with the matter-of-fact tone of a girl who had been here long enough to calibrate her expectations and who was sharing the calibration as a service — the orientation that the institution did not provide, the real information as opposed to the brochure information.

"What should I know?" I asked.

Gauri looked at the third building — the one behind the neem tree, the one that Dr. Kamble had called "storage and maintenance."

"Don't go in there," she said. "Whatever you do. Don't go in there."

She walked away. Toward the dining hall. The grey salwar kameez moved with her like a shadow that had been assigned to her body and that would remain assigned until the body left the compound, which, based on the lock on the door and the wire on the wall and the guard at the gate, would not be soon.

I stood in the courtyard. The neem tree's shadows moved. The sky was blue above the wire.

And the third building sat behind the tree, its roof visible, its walls hidden, its contents unknown.

Don't go in there.

I was going to go in there. Of course I was. I was Nishita Joshi, the girl who drove to strawberry farms on detours and kissed boys on plateaus and whose mother carried a notebook and whose lawyer quoted Supreme Court judgments and whose entire family had decided, collectively and irrevocably, that the Kamble sisters' operation was going to end.

But first, I needed to survive.

The survival started now. In a compound behind concertina wire, in a grey salwar kameez, in Room 4, Bed 2, with a girl named Gauri in Bed 3 and a lock on the outside of the door and the smell of confinement in the air.
